President Biden arrived Wednesday in the US Virgin Islands for another free vacation at the home of wealthy supporters — after prior gifted stays drew criticism from ethicists, including for his failure to disclose the munificence on annual forms.

The 81-year-old president is expected to stay six nights at the three-bedroom beachfront home of Bill and Connie Neville, whose secluded St. Croix retreat typically operates as a VRBO rental.

First lady Jill Biden, granddaughter Natalie and possibly other members of his family will join the president at the lush retreat — which offers an in-ground pool and picturesque views of the Caribbean Sea and an offshore island.

Biden stayed at the same home last year over the New Year’s holiday and also didn’t pay a cent — drawing outrage because he had given the Nevilles tickets the same month to his first state dinner as president, which featured a heavily curated list of about 300 billionaires, cultural icons and politicians to welcome French president Emmanuel Macron.

The Nevilles, who could not be reached for comment, have loaned the home to Biden in prior years dating to his vice presidency and have noted the fact on advertisements for the property.

“As they have done previously, the President and the First Lady are staying at the home of their friends Bill and Connie Neville,” a White House official said.

The value of the free stay is more than $6,000.

As of Tuesday, the home was available for rent on VRBO — for $875 per night — during the same date range in 2024 and 2025, at a total cost of $6,338 before tax.

Biden’s habit of staying for free — and then not disclosing so on annual ethics forms — has drawn unflattering comparisons to trips taken by conservative Supreme Court Justice Clarence Thomas with real estate billionaire Harlan Crow, who had no known business before the court.

Biden, like Thomas, has a long record of accepting free stays. But there are two significant distinctions: Biden’s host generally isn’t home and the president travels at taxpayer expense rather than his benefactor’s.

“Joe Biden has been staying for free at donors’ homes for years and has never included these vacations on disclosure forms,” said Mark Paoletta, a longtime friend and defender of Thomas and the White House budget office’s top lawyer under President Donald Trump.

“These are not longtime friends, they are wealthy donors, so there’s no excuse to not disclose. But because his name is not Clarence Thomas, who visits his friends at their homes and does not have to report, the media don’t care. They protect Biden and are only interested in one side.”

Bill Neville, 61, is the founder of the US Viking software company, which makes a news content platform called ENPS marketed by the Associated Press. He and Connie, 60, are from Alabama and have donated to both Republicans and Democrats, including Biden.

Viking’s software is used by 800 news outlets, including the BBC and ESPN, to “easily search multimedia content,” “easily adapt stories for digital publishing” and “seamlessly integrate with digital and social media platforms,” according to a profile by the Virgin Islands Economic Development Authority.

Biden has stayed at other luxury homes for free, spending seven days last August at the nine-bedroom Kiawah Island, SC, mansion of donor Maria Allwin, whose family runs a hedge fund, after asking her to use the home, a source told The Post. (First lady Jill Biden ended up staying longer due to contracting COVID-19.)

“They’re not paying. They’ve never paid,” the source said.

In November 2021, the Biden family stayed for six days at the Nantucket Island compound of billionaire investor David Rubenstein, cofounder of the sprawling Carlyle Group, which manages $382 billion in assets in the US and in other countries shaped by Biden administration policies.

Biden returned to Rubenstein’s Nantucket home for a six-day stay around Thanksgiving 2022 and for six days this year over the same holiday.

The White House and Rubenstein haven’t said whether the Bidens pay for their stays, but he is assumed to be visiting without direct compensation.

In August, Biden stayed with his family for nine days at billionaire climate investor Tom Steyer’s six-bedroom waterfront Lake Tahoe mansion.

In a break from prior vacations, the White House said that Biden would pay Steyer “fair market value.”

The local government in Douglas County, Nev., requires vacation homes to have permits and launched a short-lived investigation into whether Steyer broke the law because of his confirmed lack of documentation.

That investigation abruptly ended for unstated reasons and the parties to the alleged transaction have not clarified how much money changed hands.

Biden has taken particular heat for failing to disclose his free vacations on annual forms that require federal officeholders to list gifts.

“The homeowner has to be a personal friend of the president or first lady and be present during the stay — otherwise that goes on the form. There’s no excuse not to have it on the form,” Richard Painter, the top ethics lawyer in the George W. Bush White House, told The Post in May.

“You can’t have the president just going around using people’s houses for free without disclosure. That’s no better than a Supreme Court justice staying on a yacht for free without disclosure,” Painter said.

There is some disagreement over whether Biden — and Thomas before him — must list the vacations due to a “personal hospitality” exception in the disclosure process. Some experts view that as allowing public figures to accept free stays without disclosure, while others such as Painter insist that the exception only applies when the homeowner is present — and certainly not for a commercial property such as the Neville’s VRBO rental.

Walter Shaub, who led the Obama-era Office of Government Ethics, previously told The Post: “I have always been of the view that the exception cannot be used when the friend is not there, and I think arguments to the contrary make no sense. It’s not the rich-friend-who-can-give-you-stuff exception. It’s supposed to apply to things like your friend’s kids’ wedding or a home cooked meal with your friend.”

Biden vacationed at some of the same vacation properties as vice president and also didn’t disclose the stays as gifts.
