Last week, Liberal Leader Mark Carney said he wanted Canada’s oil and gas sector to be “as competitive as possible,” as opposed to having an emissions cap that would prescribe a preset limit on GHG emissions with a preset timeline. Soon after Carney’s proclamation however, federal Environment Minister Terry Duguid stated that the proposed emissions cap would remain in place because Canada “wants the energy from the oilpatch, not the pollution that comes with it.” The next day, after repeated attempts to avoid providing a direct answer, Carney reversed his decision — the oil and gas emissions cap would stay.
