OTTAWA — Prime Minister Mark Carney will unveil a “small, focused” cabinet of less than 30 ministers at Rideau Hall on Tuesday, with half of the team being people who have never been sworn in as ministers. The cabinet will also include 10 secretaries of state, who will be members of the Privy Council and will be responsible for key issues within a federal department. Liberal insiders told National Post that Carney will be trying to balance his desire to make a clean break from the tenure of former prime minister Justin Trudeau with his need for experienced ministers during the trade war with the United States.
