DUBAI, United Arab Emirates — Commercial flights began diverting their routes early Friday morning over western Iran without explanation as one semiofficial news agency in the Islamic Republic claimed there had been “explosions” heard over the city of Isfahan. State television acknowledged “loud noise.”
