OTTAWA — The long-awaited first meeting between new Prime Minister Mark Carney and maverick Alberta Premier Danielle Smith was quickly overshadowed when news broke that Carney would keep the federal emissions cap on Alberta oil and gas.

Environment Minister Terry Duguid revealed that Carney would move forward with the Liberal plan to impose emissions reduction targets on oilpatch producers, in an interview published less than an hour after the closed-door meeting wrapped up.
