On Monday, Ontario Superior Court Justice Robert Smith ruled Ottawa had a “duty of care” to the city’s taxi industry, which duty it had abdicated by not enforcing city bylaws when Uber stormed into the market in 2014. Among the Uber effects was the rapid devaluation in the resale value of taxicab licences, which the city argued was none of its business. But Smith disagreed.
