Giuliano Pisapia, the former mayor of Milan, Italy’s second largest city, knew he was defeated in 2013.

The city had moved to ban the consumption of ice cream on city streets after midnight in an attempt to crack down on noise in a few districts, including Corso Como, Arco della Pace, Navigli and Ticinese.
