During the campaign for the German legislative elections, the Christian Democratic candidate for chancellor, Friedrich Merz, made unequivocal statements. "It must be very clear again that Germany is not in a gray area, but that it stands very clearly alongside Israel," he warned during a speech at the Körber Foundation on January 23. He also promised to "put an end to this more or less effective embargo on arms exports to Israel" and deemed it "inconceivable" to prevent "an Israeli prime minister from visiting Germany or elsewhere in Europe because he risks being arrested there." If he were to become chancellor, Germany would "once again have a raison d'État," he said, alluding to the prevailing doctrine in Berlin that the protection of Israel is an imperative of "raison d'État."

This stance, in line with Germany's traditional position toward Israel due to its responsibility in the Holocaust, is reflected in the coalition contract that was concluded with the Social Democratic Party (SPD): "The right of existence and the security of Israel are and will always be part of the German raison d'État." The text, signed by the two parties on May 3, echoes Angela Merkel's concept of "Staatsräson," while also advocating for a two-state solution – an addition demanded by the SPD in the negotiations.
