President Joe Biden delivered a speech at Howard University’s commencement ceremony this morning.

Biden was speaking to graduating students at the Upper Quadrangle of the main campus. His commencement address comes as his approval rating hits 40%, according to a recent poll from Reuters.

The president will receive the honorary Doctor of Letters, according to the university. He is also the seventh sitting U.S. president to deliver the keynote address at a Howard University commencement convocation.

“This honorary Doctor of Letters is much deserved for his years of transformational service as U.S. Senator, Vice President, and now as President of the United States,” Howard University President Wayne A. I. Frederick said in a statement.

“We are excited to receive the President as this year’s distinguished guest and recognize him for his relentless work uplifting our communities that have been historically left behind.”

However, the President had a really “strange” situation before his speech started that led many Americans online to ask if he was checking his diaper.

We can’t make such claims because he might have checked anything but he wasn’t at his best for sure!

Watch the video below and decide for yourself:

As always his speech was a total disaster:

After speaking at Howard University, Biden will remain in Washington, D.C. until May 16 before flying to Japan for the G-7 Summit and later to Australia.
