People were injured in the incident, with images showing someone being taken away on a stretcher and a man walking with his arm around a police officer for support.
Footage revealed police cordons in place around the heavily littered road, with a large police presence, ambulances and a fire engine at the scene.

Liverpool City Council confirmed the local authority is liaising with police about the incident.
Eyewitnesses told GB News Liverpool Lime Street station has been shut and "[there were] tonnes of police and ambulance came rushing in, it was mad."
An eyewitness told GB News: "I saw a car ram through people and pedestrians, then started banging on the car like 'what are you doing?'
"Then the driver reversed and sped up forward and mowed down more people as pedestrians, police and ambulances started chasing after the car.
"It happened five feet away from me, I’m so grateful I managed to avoid it, terrifying to think what could have happened."
Liverpool Riverside MP Kim Johnson, whose constituency includes the city centre, said: "I sincerely hope all those involved are safe and get home to their loved ones soon."
The parade route stretched for 10 miles through Liverpool, with fans lining the streets to celebrate the club's Premier League victory.
Councillor John Hughes estimated that in excess of one million people attended the celebration, surpassing the 750,000 who were present for the 2019 Champions League parade.
Despite police warnings, hundreds of supporters ignored safety advice not to climb on structures or use pyrotechnics.
Fans sought vantage points from every available location, including multi-storey car parks, scaffolding, rooftops, petrol stations, traffic lights and lamp posts.
The celebration had been in full swing before the collision occurred, with the city centre packed with supporters.
