Next, let us turn to look at where this concept of hijrah comes from. Following is an overview of the doctrinal and historical bases for the campaign called hijrah (الهجرة in Arabic). The word means “migration,” and is based on the original journey in 622 CE of Islam’s founder Muhammad and his followers from Mecca to Medina (then called Yathrib), in what became known as the Arabian Peninsula.

That migration took place following some ten years or more of efforts by Muhammad to convince his Meccan Quraysh tribe to accept his preaching and convert to Islam. His fellow tribesmen weren’t especially interested in leaving their polytheist ways, worshiping a pantheon of various idols, and that led to tensions between them and Muhammad. Thus the decision was made to relocate to Medina, a city along the Red Sea western edge of the peninsula to the north of Mecca.

That relocation became known in Islamic lore as the hijrah. It was undertaken in an effort to spread Muhammad’s new religion among a more receptive population. Even more importantly, the move to Medina ushered in a new phase in the spread of Islam, from preaching (dawa) to kinetic warfare against all non-believers (jihad). Jihad warfare was launched with victory over the Meccan Quraysh in the 624 CE Battle of Badr (today commemorated annually as the Eid al-Fitr, marking the end of Ramadan). By 630 CE, Muhammad’s Islamic army had conquered Mecca.

As Aynaz Anni Cyrus wrote in her May 8, 2025 Substack post, “Hijrah: One Way In, No Way Out – The West’s Last Warning,” the ultimate goal of Islam is a global caliphate under rule of Islamic law (sharia). The Islamic canon, including the Qur’an, the Sira (Muhammad’s biography), hadiths (collected accounts of the sayings and actions attributed to Muhammad), and Tafsirs (Qur’anic commentaries by Islamic scholars), makes clear that the Islamic directive to hijrah is doctrinally obligatory for faithful Muslims.

With credit and thanks to Anni Cyrus, here are some of those citations and her quoted commentary on them.

  1. Qur’an 4:100

“And whoever emigrates for the cause of Allah will find on the earth many [alternative] locations and abundance. And whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him—his reward has already become incumbent upon Allah.”

Here, hijrah is framed as virtuous, with spiritual and material rewards tied to migration for the sake of advancing Islam.

  1. Quran 9:33 explicitly commands:

“It is he who has sent his messenger with guidance and the religion of truth to manifest it over all religion, although those who associate others with Allah dislike it.”

  1. Sahih Muslim, Hadith 1864, commands Muslims clearly:

“Migration cannot cease until faith prevails everywhere.”

Here the purpose of hijrah is explicit: global Islamic dominance is to be imposed through deliberate population movement.

  1. Musnad Ahmad, Hadith 22378, quotes Muhammad instructing believers:

“I charge you with five of what Allah has charged me with…to migrate (Hijrah).”

Migration is central, not incidental, to Islam’s expansionist doctrine. These teachings openly instruct believers to strategically populate and dominate non-Muslim lands until Islam prevails everywhere.

  1. Ibn Kathir (Tafsir, on 4:100)

“This Ayah encourages and motivates the believers to emigrate and to abandon their land and family for Allah.”

Classical scholars interpreted this as an obligation when Islam is not dominant.

  1. Sahih Muslim, Hadith 20, confirms Muhammad’s vision:

“I have been commanded to fight against people until they testify that there is no god but Allah, that Muhammad is the messenger of Allah, and they establish prayer and pay zakat…”

  1. Al-Nawawi’s Commentary on Sahih Muslim (Book 20, Hadith 4626)

“Hijrah remains obligatory until the Day of Judgment when Muslims are unable to practice their religion freely.”

Hijrah isn’t just historical — it’s ongoing when Muslims feel restricted under non-Islamic rule.

Hijrah as a Tool for Islamic Expansion (Fiqh-based)

  1. Reliance of the Traveller (Umdat al-Salik), Book o9.8

“If non-Muslim territory is conquered, its people are subject to the rulings of Islam. If Muslims are in non-Muslim lands and unable to live according to Shari’a, they are obliged to emigrate to Muslim lands.”

The inverse logic applies: if Muslims can live and grow in dar al-harb (non-Muslim lands where sharia is not yet the law of the land), they are not only permitted, but encouraged to remain and spread Islam.

  1. Sayyid Qutb, Milestones

“Islam is not a heritage to be preserved. It is a movement to be advanced.”

The mission of hijrah is tied to creating conditions for Islamic governance.

  1. Yusuf al-Qaradawi (Juridical scholar of the Muslim Brotherhood):

“Islam will return to Europe not by the sword, but through da’wah and population growth.”

Here, al-Qaradawi frames hijrah as a soft conquest, leveraging birth rates, welfare systems, and legal tolerances. Libya’s Muammar Qaddafi echoed his words in this 2009 statement:

“We have 50 million Muslims in Europe. There are signs that Allah will grant Islam victory in Europe—without swords, without guns, without conquest—will turn it into a Muslim continent within a few decades.”

  1. Documented in Muslim Brotherhood’s 1991 Explanatory Memorandum (U.S. Trial Evidence):

“The Ikhwan must understand that their work in America is a kind of grand jihad in eliminating and destroying the Western civilization from within…”

Migration is paired with institution-building and legal activism to alter Western systems.

Additional credit for important work on hijrah migration to the U.S. goes to Ann Corcoran, whose 2015 monograph “Refugee Resettlement and the Hijra to America” was published by the Center for Security Policy. In this slim book, Ann recounts the words of the Muslim Brotherhood (as above) in its 1991 “Explanatory Memorandum,” where its author Mohamed Akram declares the mission of the Brotherhood in America is to wage civilizational jihad to “destroy the Western civilization from within.” The Muslim Brotherhood intends that civilization jihad from within to be accomplished incrementally by means of changed demographics, the creeping establishment of Islamic enclaves, and an infiltrated legal system. In short, civilization jihad proceeds initially by subversion from within, aided importantly “by their hands,” that is, by the willful blindness of our own government, civic and religious leadership, and everyday Americans who do not see and do not oppose the gradual takeover of a Judeo-Christian society by the forces of Islamic jihad.

“The price of liberty is eternal vigilance” is a warning attributed to Thomas Jefferson. Nowhere is that more true than with the obligation of Western Civilization to recognize the insidious strategy of hijrah to infiltrate our societies by means of methodical demographic and ideological warfare. Left unrecognized and unchecked, hijrah infiltration will erode our freedoms. Only eternal vigilance can ensure that does not happen here in the United States of America.
