Even as the Trump administration is moving with promised speed to secure America’s borders, within those borders, the Islamic mission of Hijrah is making inroads, notably in Texas. In the city of East Plano is the East Plano Islamic Center (EPIC), whose “activities are in accordance with the teachings of the Quran and following the teachings and traditions of Prophet Mohammed (Peace Be upon Him).” In short, EPIC is a sharia-adherent organization whose plans for expansion envision a parallel society, an Islamic society within an as-yet constitutional state of Texas. Its promotional video, posted April 20, 2025 on Instagram, makes clear that its goal is to establish a self-governed Islamic community, which means a community under the rule of Islamic Law. EPIC’s Islamic scholar-in-residence, Yasir Qadhi, speaks of sharia in his sermons, not the U.S. Constitution — and openly holds sharia superior to and above man-made law.
As Amil Imani wrote in an April 29, 2025 essay for Dr. Rich Swier, EPIC has plans for a lot more than just the original Islamic Center: envisaged is a 402-acre EPIC City that would be the “epicenter of Islam in America.” There would be 1,000 new homes, a new mosque, and Islamic schools including a community college, commercial centers, clinics, and even a senior living facility. Altogether, the envisaged community would be an Islamic society where the law of the land very well could be sharia, not the U.S. Constitution.
Thankfully, in early May 2025, Texas Governor Greg Abbott halted all construction on EPIC City. His announcement on social media stated that multiple state-level investigations into the project have been initiated. Earlier, in April 2025, Governor Abbott had directed the Texas Rangers to begin an investigation into EPIC for potential violations regarding required permits to begin construction. Additionally, the Texas Workforce Commission is investigating EPIC for potential discrimination in violation of the Texas Fair Housing Act; the Texas State Securities Board is investigating whether there may be potential financial harm to Texans; the Texas Funeral Service Commission sent a cease-and-desist letter to EPIC directing it to immediately stop all illegal funeral service operations; and finally, Texas Attorney General Ken Paxton is investigating EPIC for potential violations of Texas consumer protection laws. And that’s not all: at the urging of Texas Republican Sen. John Cornyn, the U.S. Department of Justice also is opening an investigation into the EPIC City plans.
At least for now, it seems that this particular Hijrah project is on hold. Sen. Cornyn rightfully expressed concerns about possible religious discrimination and the introduction of Islamic law at the expanded EPIC City, saying that “Religious discrimination and Sharia law have no place in the Lone Star State.”
Across the Western world, however, Hijrah advances. Islamic populations hailing from Africa, Asia, and the Middle East have been allowed massive and destabilizing immigration to many places in Europe, Canada, the U.S., and elsewhere over the last several decades. Worse yet, some of these immigrants have established so-called “No Go Zones” in European cities now for decades. These are neighborhoods where Islamic law (sharia) is enforced, from which street violence erupts, and where local law enforcement and even emergency first responders increasingly hesitate to enter due to a hostile reception from the locals.
Here in the United States as well, such places are emerging. One example is the so-called “Little Mogadishu” neighborhood of Minneapolis, Minnesota. This neighborhood, bounded by the Cedar-Riverside roads, in past years has been prime recruiting ground for the Somali Al-Shabaab Islamic terror group, although such recruitment has diminished in recent years. Local law enforcement officers (LLEOs) in the past have described “Little Mogadishu” as a place where hostility to LLEOs has been evident.
The Michigan city of Hamtramck elected its first all-Muslim City Council and a Muslim mayor in January 2021. On October 11, 2023, Hamtramck Mayor Amer Ghalib responded to the horrific slaughter of Israelis on October 7, 2023 with a declaration that there could never be peace with Israel. Members of the Hamtramck City Council repeatedly have expressed publicly and on social media statements of blatant anti-Jewish bigotry. Then, in May 2024, the Hamtramck City Council passed a resolution demanding boycott, divestment, and sanctions against Israel. Not far away, in Dearborn, Michigan, pro-Hamas flags fly amidst pro-Hamas rallies. In October 2023 (also following Hamas’ savage shabbat massacre in Israel), Dearborn’s mayor, Abdullah H. Hammoud, posted a full-throated attack against Israel on social media.
There are more examples, but Paterson, New Jersey stands out as a city rapidly transforming into an Islamic stronghold. Amy Mek has done excellent reporting on Paterson at the RAIR Foundation, USA. As she writes, “unchecked Islamic immigration, demographic shifts, and political pandering can erode a city’s original identity.” Main streets festooned with flags and street signs attest to the population’s pro-Hamas sympathies. Schools in Paterson are closed for Eid holidays, halal food is served in public schools, and the adhan call to Islamic prayer is broadcast over public speakers. Events such as a February 2025 “Hilal Lighting Ceremony” demonstrate how Islamic dominance has gained a grip on this once-mainstream, blue-collar, industrial city. Mayor Andre Sayegh proclaimed that “Paterson is the capital of Palestine in the United States of America.”
Hijrah always includes a concerted campaign as well to establish Islamic law (sharia) by inserting it into the target society’s legal system. This campaign has been underway in the U.S. for many years already. In 2011, the Center for Security Policy published a study documenting the entry of sharia into the U.S. legal system at the state court level. Entitled “Shariah and American State Courts: An Assessment of State Appellate Court Cases,” the study confirmed with citations of 50 instances in which at least an attempt was made to invoke sharia in U.S. state-level courts what previously had been only anecdotal accounts. Then, in 2014, the Center followed that initial study with another monograph, “Shariah in American Courts: The Expanding Incursion of Islamic Law in the U.S. Legal System.” Once again, this study documented the trend for sharia to be invoked by one or another party to a legal case in American courts. Notably, various front groups of the Muslim Brotherhood, including the Assembly of Muslim Jurists of America (AMJA), have been heavily involved in promoting this trend. It should be noted that any attempt to insert elements of an alien legal system into American courts is in direct violation of Article VI of the U.S. Constitution and whether or not that effort comprises the doctrine of a “religion,” it is not in that endeavor protected under the First Amendment to the U.S. Constitution.
These are but the leading edge of a campaign across America to transform our Judeo-Christian-based society and Constitutional legal system into ones instead based on Islamic doctrine, law, and scripture.
