Former Enfield mayor Mohammad Islam allegedly used his post to push visas for 41 friends and family from Bangladesh, sending doctored letters with the council logo to Dhaka.
The conduct panel said the actions brought the office into disrepute, barred him from aiding applications, and ordered training and an apology; Islam denies wrongdoing.
