Before it can go into effect, voters must approve the measure at the ballot box in November. If passed, Proposition HH would increase the amount of money the state can keep by $166.6 million in the budget year 2023-2024, $358.6 million in 2024-2025, with significant amounts from 2025 on. The tax reduction would expire in 2033.

Republicans say the bill is another “bait and switch,” as SB303 would require voters to give up their TABOR refunds indefinitely in exchange for a small decrease over a small amount of time in property taxes. SB303 could be the final death knell to TABOR, which Republicans and many Colorado residents have said should stay as it restricts the growth of government in Colorado and keeps taxes low. TABOR requires that anything collected in taxes over a certain limit be refunded to Colorado taxpayers. If the government wants to increase that cap, it must get voter approval. Prop HH contains five different subjects and restricts the ability of the state legislature to cap property taxes on their own. Advance Colorado has filed an appeal, alleging the language on the ballot violates the “single-subject” and “clear-title” requirements.

The certification process determines whether entities provide or do not provide abortions. The study does not say whether fake clinics have bypassed the certification system. Facebook’s rules on abortion ads also came under scrutiny last year, as The Markup reported that misleading ads about “abortion pill reversal” were allowed despite Facebook removing user posts on abortion pills.
