This development complicates Biden's job one year ahead of the presidential election, as it increases the debt burden for the US Treasury and gives Republicans more ammunition to oppose aid plans.

The US deficit has economists worried, even though the country has full employment and reasonable growth. The deficit tripled in 2020 to $3.1 trillion under the Covid-19 plan, remained high at $2.8 trillion in 2021, and fell in 2022. Biden credited his administration for the decline, but it was mainly due to the expiration of Covid-19 relief spending and increased tax revenue from a strong stock market and real estate market.
