Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov—who met in Riyadh, Saudi Arabia, on Tuesday—agreed to appoint “high-level teams” to negotiate an end to the war in Ukraine “in a way that is enduring, sustainable and acceptable to all sides,” State Department spokesperson Tammy Bruce said.
