The Senate voted to overturn President Joe Biden’s student loan forgiveness program Thursday in a symbolic rebuke of the plan that would partially forgive debts of 40 million borrowers—but despite picking up a few Democratic supporters, the GOP-backed legislation is doomed to fail as Biden has vowed to veto it.

The Senate voted 52-46, with Democratic Sens. John Tester (Mont.) and Joe Manchin (W.Va.), along with Sen. Kyrsten Sinema (I-Ariz.), joining Republicans

The vote comes less than a week after the Republican-controlled House passed the same measure 218-203, largely along party lines, but with moderate Reps. Jared Golden (D-Maine) and Marie Gluesenkamp Perez (D-Wash.) voting “yes” along with Republicans.

The White House has vowed to veto the bill, and neither chamber is likely to have the two-thirds majority vote needed to override it.

The resolution would eliminate the Biden Administration’s program to forgive $10,000 in federal loans for student borrowers whose income is below a certain threshold, and $20,000 for Pell Grant recipients—a plan that the Supreme Court is also considering rejecting.
