Ukrainian President Volodymyr Zelenskyy has defended Ukraine’s drone strikes on Russian territory, including an attack on a drone factory in Tatarstan, after the UN condemned the action and labeled the facility as “civilian infrastructure.”
During a press conference with Finnish President Alexander Stubb in Kyiv, Zelenskyy emphasized that international condemnations of Russia’s illegal occupation and attacks on Ukrainian infrastructure have failed to deter Russian aggression, stating, “These people understand only one thing: a powerful response.”

On 2 April, drones targeted enterprises in Tatarstan, with Ukrainian media reporting that the attack was a special operation conducted by Ukrainian intelligence aimed at a factory assembling Iranian “Shahed” drones labeled as Russian “Geran-2” drones.
This marked the first drone attack on Tatarstan territory since the beginning of Russia’s full-scale war against Ukraine.
UN Secretary-General spokesperson Stéphane Dujarric called for an end to strikes on “civilian infrastructure” in Russia when asked about the attack on facilities in Tatarstan.
“We oppose and call for an end to all attacks on civilian infrastructure,” the briefing transcript states.
Dujarric also noted the ongoing Russian attacks on critical infrastructure in Ukraine. However, he did not call on Russia to cease its strikes.
