Ukrainians can now digitally trade cars through state’s Diia app

The online portal will also enable exchanging the eRecovery housing certificate for housing. In 2023, the program’s mechanism paid 795 mn UAH ($21 mn) to Ukrainian families to repair or reconstruct their war-damaged properties

Ukrainians will be able to sell and buy cars in the updated Diia app, Ukraine’s President Volodymyr Zelenskyy announced at the Diia Summit on 19 December.

Diia is an online service for public services and electronic documents that has over 19 million users, the Minister of Digital Transformation, Mykhailo Fedorov, said at the Diia summit in Washington, DC, in May 2023. Almost 60% of Ukrainians now have basic and advanced digital skills, representing a 12.6% increase since Diia was first launched in 2019, Fedorov said on social media.

Since 20 December 2023, there will be an option available for Ukrainians in the app to buy or sell a car and receive the new vehicle passport and license plates by mail, according to Zelenskyy. Users also will be able to transfer money, sign documents, and update registration online.

“It is one more step towards making Diia an all-in-one platform for accessing government and now also private services through smartphones,” Zelenskyy said.

This week, the portal will also enable exchanging the eRecovery housing certificate for housing. By the end of December, the developers plan to add a bomb shelter map to Diia.

eRecovery is a program under which Ukrainians who have lost their apartments or houses due to Russian aggression can receive housing certificates. If a person has lost a home, they can exchange the certificate for an apartment.

At the Diia Summit on 19 December, Zelenskyy said that in 2023, the eRecovery mechanism paid 795 million UAH ($21 million) to Ukrainian families to repair or reconstruct their war-damaged property.
