“The principle of ‘Russia will pay’ should be implemented next year,” Denys Shmyhal said, emphasizing the need to further develop a mechanism for the confiscation of frozen Russian assets

On 27 November, Ukraine’s Prime Minister Denys Shmyhal met with Věra Jourová, Vice-President of the European Commission for Values and Transparency, in Kyiv.

“Despite the full-scale war, Ukraine continues to implement the reforms necessary for integration into the European Union. In the near future, we are determined to complete the implementation of the legislative steps set out in the European Commission’s report as part of the Enlargement Package,” Shmyhal said.

Shmyhal noted that a decision to open EU membership talks “was crucial” for Ukraine’s postwar reconstruction.

Another topic of discussion was Russia’s responsibility for war crimes committed in Ukraine. Shmyhal pushed for a special tribunal to prosecute the Russian leadership.

He also expressed confidence in future joint efforts with the EU to create a framework for the appropriation of frozen Russian assets.

“The principle of ‘Russia will pay’ should be implemented next year,” Shmyhal said.

He stressed that Ukraine appreciated the EU’s “high level of support” and aimed to deepen bilateral cooperation.
