Ukraine identifies 721 war crimes suspects, secures 133 convictions

Ukraine’s law enforcement identified 721 suspects in war crimes cases, with 514 individuals charged and 133 convicted, Prosecutor General Andriy Kostin said to the Verkhovna Rada on 29 October, according to Suspilne news agency.

Russian war crimes in Ukraine encompass systematic military violence against both combatants and civilians. Ukraine has documented over 100 cases of Russian soldiers shooting Ukrainian military personnel who had surrendered or were surrendering, with 102 executions recorded.

The Prosecutor’s Office has documented 316 cases of conflict-related sexual violence since Russia’s full-scale invasion began. The victims include 200 women, 114 men, and 15 minors (14 girls and one boy).

Kostin said that Ukraine, “while being in a state of ongoing war, not only systematically documents but investigates war crimes.”

Kostin said that work continues to establish an International Tribunal for Russia’s military aggression, with discussions ongoing about its legal framework.

The International Center for the Prosecution of Crimes of Aggression, based at Eurojust, has been operating for over a year, with 16 prosecutors from 6 countries collecting and systematizing evidence for the future tribunal.

Kostin said that Ukraine is developing cooperation based on the principle of universal jurisdiction. Overall, over 20 countries worldwide are investigating the Russian country’s crimes.

“We are pursuing suspicions against Russian military personnel for war crimes from the United States and Lithuania,” Kostin said.
