Roman Mrochko, head of the Kherson City Military Administration, said the entire city of Kherson lost power on 16 October.

Mrochko said the power outages in Kherson caused power loss in the neighboring oblast, allegedly in the Mykolaiv oblast.

According to the regional power company, 272,000 subscribers in the Mykolaiv Oblast were left without electricity. Russian forces hit Mukolaiv on the 15 October, including seven S-300/400 missiles.

The attacks on Kherson have been persistent. Oleksandr Prokudin, head of the Kherson Regional Military Administration, said that about 14 settlements in the Kherson Oblast came under enemy fire and airstrikes over the past day.

According to Prokudin, the Russians targeted a critical infrastructure facility, an educational institution, an administrative building, and residential areas of the region’s settlements.

He added that six people were injured as a result of the Russian attacks.

On 12 October, Russian forces struck one of Kherson’s neighborhoods, causing a large-scale fire at a warehouse and an open storage area for production waste.

Kherson, a city in southern Ukraine, was occupied by Russian forces on 2 March 2022, during the early stages of Russia’s invasion of Ukraine. The occupation lasted until 11 November 2022, when Russian troops withdrew from the city.

Russia continues its deliberate daily air attacks on residential areas in attempts to terrorize civilians and damage civilian infrastructure. The Russian forces launch dozens of Shahed long-range “kamikaze” drones every night, often also launching several missiles during the attack.

The Russians also intensified the guided bomb strikes, targeting residential neighborhoods of Ukrainian cities. 14 October was the first day in many weeks without a Russian drone attack.
