The activist flotilla headlined by 22-year-old Greta Thunberg — which has been trying to run supplies into Gaza — is closely linked to Hamas, documents discovered in Gaza show.
The documents connect two flotilla organizers to the terror group that has been engaged in a war with Israel for nearly two years. In addition, dozens of the boats taking part in the flotilla are owned by a Hamas “front company,” according to the Israeli foreign ministry.
“Hamas documents that were discovered in the Gaza Strip, and are being revealed for the first time, show a direct link between the flotilla leaders and the Hamas terrorist organization,” the ministry said in a statement alongside two of the documents that link the terror group to the Popular Conference for Palestinians Abroad (PCPA).

The PCPA was founded in 2018. Three years later in 2021, Israel declared the group a terrorist organization because of its close ties to Hamas. Two of the PCPA’s senior members are also chief organizers of flotillas to the Gaza Strip like the Sumud flotilla led by Thunberg, who was arrested by the Israeli military on Wednesday night as the flotilla attempted to reach Gaza.
The PCPA “functions as Hamas’ representative body abroad, operating de facto as Hamas’ embassies,” the foreign ministry said. “The organization operates under the pretense of civilian cover and is responsible, on behalf of Hamas, for mobilizing actions against Israel, including violent demonstrations, marches against Israel, and demonstration and provocation flotillas.”
The documents taken from Gaza include a 2021 letter by Ismail Haniyeh, who headed the Hamas Political Bureau until he was killed by the Israeli military in 2024. In the letter, Haniyeh urged “national unity and partnership” in order to “establish an independent state whose capital is the Holy Jerusalem.”
Another document lists top operatives in the PCPA who are also closely affiliated with Hamas, if not full members of Hamas, as well. Zaher Birawi “serves as Head of the PCPA’s Hamas sector in the UK” and organizes flotillas to Gaza. Saif Abu Kashk is a PCPA operative in Spain who is also the CEO of Cyber Neptune, a front for Hamas. Cyber Neptune owns dozens of the estimated 50 boats in Thunberg’s flotilla.
“Thus, these ships are secretly owned by Hamas,” the Israeli foreign ministry said.
The flotilla organizers have claimed that they are attempting to break past Israel’s military line into Gaza to deliver aid to Gazans. Israel says that flotilla organizers are more interested in provoking an international incident than in caring for Gazan civilians, though, because Italy and Israel offered to bring the aid directly to Gaza but the flotilla organizers declined the offer.
“They said no. Do you know why? Because they’re not interested in aid — they’re interested in provocation,” Israeli spokesman Oren Marmorstein said. “We don’t want anyone to be in danger. That’s why we said: Please accept the Italian government’s proposal … Let’s bring the aid to Gaza peacefully.”
