

Republican Senator Moves To End ‘Gender Neutral’ Passports, Restore ‘Sanity’ To International Travel

Senator Roger Marshall will introduce legislation today that would prevent the federal government from issuing gender-neutral passports.
The Kansas Republican’s “Passport Sanity Act” mandates that the State Department can only issue passports marked male or female. Currently, Americans with “gender confusion” can apply for passports with the gender marked “X.” The bill would codify executive actions by President Donald Trump, which require passports be designated male or female.
“Passports play a critical role in safeguarding our national security by confirming the true identity of individuals leaving and returning to the U.S. — which is why they must reflect factual, biological reality,” Marshall told The Daily Wire. “Congress should act quickly to enshrine the Passport Sanity Act into law, reinforcing the common-sense approach championed by President Trump and Secretary Rubio.”
In January, President Trump signed an executive order that stipulated that travel documents, including passports and visas, could only be issued on the basis of sex. Shortly after that order, Secretary of State Marco Rubio froze all passport applications with the gender marker “X.”
“My Administration will defend women’s rights and protect freedom of conscience by using clear and accurate language and policies that recognize women are biologically female, and men are biologically male,” Trump wrote.
Marshall’s bill would codify that order, stating that the Secretary of State can ensure that a travel document “only includes the gender designation male or female” and blocks the issuance of a travel document with the designation “X.”
Trump’s directive has been blocked by a federal judge and the administration has appealed to the Supreme Court to overturn the ruling.
“The Constitution does not prohibit the government from defining sex in terms of an individual’s biological classification,” said Solicitor General John Sauer.
Under President Joe Biden, the State Department began issuing passports marked “X” to those who rejected their biological sex. It first allowed X passports in March 2021, with Biden special diplomatic envoy for LGBTQ rights Jessica Stern claiming that “humans do not always fit within a male or female category around the world.”
“The addition of a third gender marker propels the U.S. forward toward ensuring that our administrative systems account for the diversity of gender identity, gender expression and sex characteristics among U.S. citizens,” she said.
The Trump administration has reversed Biden’s embrace of transgender ideology, removing ideological language from federal documents and cracking down on taxpayer funded hospitals that perform transgender procedures on kids.
