Gov. Maura Healey filed her first annual spending plan on Wednesday. The bill asks for $55.5 billion in expenditures but does not raise taxes.

Here is some of what is in the governor’s plan.

The state’s healthcare program, MassHealth, accounts for the largest budget expenditure, coming in a $19.8 billion, with much of that cost offset by $13.7 billion in federal health subsidies and the rest covered by the state’s over $40 billion in expected tax revenue.

The Department of Health and Human Services and its various programs will cost the state $9.5 billion in fiscal 2024.

Higher education costs and funding for local elementary and secondary schools under Chapter 70 will total $11.2 billion.

Unrestricted General Government Aid to the cities and towns is expected to cost $1.3 billion and the state’s debt service another $2.5 billion. Those expenditures combined represent 80% of the budget, according to the Department of Administration and Finance.

The remainder, about $10 billion, will go to Public Safety costs, $1.4 billion, and transportation, another $1.5 billion, and various other programs.

About $1 billion in revenue is expected to come from the so-called Fair Share Amendment, which taxes incomes over $1 million an extra 4%. That money will be spent on entirely new education and transportation costs, according to administration and finance.
