Gov. Maura Healey has appointed Framingham Police Department Chief Lester Baker to the state’s police licensing commission, filling out one of two vacant spots on the powerful board that regulates police conduct and certifications, a source told the Herald.

Baker was sworn-in Thursday morning, according to the source, and replaces Pittsfield Police Chief Michael Wynn, who left the force last month. A spokesperson for the Peace Officer Standards and Training Commission referred questions to the governor’s office, which did not immediately respond to a request for comment.

Baker was present for a virtual Thursday morning meeting of the POST Commission where Executive Director Enrique Zuniga acknowledged his presence at the outset of the meeting.

“Welcome, Commissioner Baker, it’s good to have you,” Zuniga said before launching into an update on a disciplinary records database and officer recertifications.

A spokesperson for the City of Framingham did not immediately respond to a request for comment.

Baker started as a police officer in April 1996, serving as a patrolman for the Lexington Police Department. He joined the Framingham Police Department in January 2003 and quickly worked his way up the ranks to deputy chief by May 2018.

Former Framingham Mayor Yvonne Spicer selected Baker as the new police chief in November 2020, making him the first Black police chief in the city’s history.

In a 2020 statement, Spicer said Baker exemplifies “character, integrity, and strong leadership.”

“His strong knowledge and experience with the Framingham Police Department will serve as an asset, as he continues to build a police department that reflects our community and values,” Spicer said.

Healey and Attorney General Andrea Campbell have the authority to fill the other vacancy on the POST Commission, which was created under a 2020 police reform law in the wake of the murder of George Floyd.

This is a developing story.
