The fractured Boston City Council is breaking out into open warfare as the liberals and conservatives fight for power in the out-of-control institution.

At stake is nothing less than the reins of the council, which now has budgetary authority, can pass ordinances and make life difficult for Mayor Michelle Wu.

Far-left liberals now have a slight majority edge on the council now but their power could increase with the pending departures of moderates Frank Baker and Michael Flaherty.

The latest shot came from President Ed Flynn as he took indirect aim at Councilor Kendra Lara after she crashed her car into a Jamaica Plain house. The Herald has also reported that Lara was driving an unregistered car and a revoked driver’s license.

Lara told police she swerved to avoid a car entering the street from the curb and then couldn’t brake in time before she crashed into the house, according to a police report. The driver of the second vehicle disputed that and told police Lara was traveling at a high rate of speed coming down the street before she crashed into the house.

“The people of Boston deserve the highest standards of strong and ethical leadership,” Flynn wrote in a statement without naming Lara.

“Moreover, they want elected officials who show maturity, take responsibility as adults, and demonstrate the ability to follow the same basic rules and norms as the people they serve when placing us in positions of public trust.”

Flynn’s broadside came a few days after Lara, one of the leading liberals on the council, sharply criticized several conservative councilors, accusing them of stoking homophobic fears over the apparent overdose death of a transgender South Boston housing resident.

She singled out Flaherty, Flynn and Baker in her statement.

The public fracture between liberals and moderates is unsightly but shows just how divisive even local politics has become.

And at this point, there’s no reason for Lara to consider quitting the council because of her accident, unless police file more charges against her.

In a blow to the moderate wing, Flaherty announced on Wednesday that he would not run for another term after serving on the council for 20 years. That leaves the council with a decidedly weaker moderate voice, especially if Flaherty and Baker are replaced by liberals.

Flaherty and Baker’s departure leaves Flynn as one of the lone moderates, and he likely won’t be able to hold onto the presidency after this year. That is concerning to some business leaders who fear the council will be completely overtaken by the far left.

Public relations maven George Regan is throwing a $250 to $1,000 fundraiser for Flynn on July 22 at Regan’s house in Mashpee. That fundraiser should help bolster Flynn’s coffers as he looks to fend off a possible challenge from the left.

Moderates led by Flynn have won a few battles lately — getting a court to agree that the council’s redistricting plan was unconstitutional. Moderates — with the help of Wu — also fought off an attempt by liberals to cut the budget for police, fire and veterans’ services.
